The following persons shall be eligible to be appointed as Chairman and Member of the Commission:-
(a) A person of the Muslim community who has contributed to the protection, promotion, and social sector of the rights and interests of the Muslim community for at least ten years and who has made a significant contribution to the empowerment or development of the Muslim community or in the field of human rights,
(b) Graduated from a recognized university,
(c) not being a member of any political party at the time of appointment,
(d) having completed the age of forty-five years,
(e) Having high moral character.
